Durand City Council approves resignation

In a regular meeting held October 8, the Durand City Council approved the resignation of City Police Officer Rachel Obiden.
City Engineer Russ Kiviniemi updated the Council on the Washington, Ninth, and Tenth Avenue project. The topsoil placement was complete with restoration work to be done last week. He said casting and patches were complete, and preparation for surface course had begun.
Kiviniemi reported the fence behind the school was to be installed, followed by striping and crosswalk work. The project is on schedule for completion this week.
The Council approved pay request #3 from McCabe Construction, Inc., in the amount of $328,203.25.
The Consent Agenda, including minutes from the September 24 regular meeting, ambulance write-offs for the month of September totaling $3,392.98, bartender licenses for Jennifer J. Lybert & Genevie A. Beliveau for Cobblestone Inn & Suites and Vicky Z. Wayne for Prock’s Construction Zone LLC (Thirsty Catfish), and a picnic license for American Legion Post 181 at 203 W. Main Street for the Veteran’s Day Dinner on November 11, was approved.
Mayor Patrick Milliren reported there are efforts by the State Legislature to eliminate personal property tax, which would shift dollars to regular property tax.
City Administrator Josh Eggleston reported a finance meeting was held last week. The health insurance information came back, and Eggleston said it is not good. He met with the carrier to discuss the policy, and rates almost doubled what he had hoped for, which could mean more out of pocket expense.
Eggleston also reported he talked to the USGS regarding the gauging station, and was told if the City wants the station removed, they need to take care of it themselves.
Eggleston reported he met with all department heads, and a finance meeting would be held this month to go over the preliminary budget.
City Police Chief Stan Ridgeway reported they had issues with the squad camera again, and if it was to be sent in it would be the third time, and it costs $300-$400 to send it in. He reported he talked with the company, and a new camera is being sent to replace the defective one.
Ridgeway reported the new part-time officer was paged to assist the County by the Thompson Lake bridge last weekend. Officer Clint Ebeling and Deputy Kevin Glander performed CPR on the male patient, and the family of the man called Glander and said they saved his life. Ridgeway said he will be presenting Ebeling with a lifesaving award.
Ridgeway also reported the department will participate in the Pierce and Pepin County training in November for a night shooting exercise.
Superintendent Ed Sabelko was not in attendance, but reported a few purchase items for the sewer plant would be on the next agenda.
Eggleston noted residents have been piling leaves and branches on the curb, and said the City only offers branch pick-up in May, and does not offer leaf pick-up. He said at this point, piles are considered littering of the right-of-way, and need to be removed by property owners.
In closed session, the Council approved the resignation of City Police Officer Rachel Obiden, following an October 9 hearing. The terms of the resignation were confidential.
The next meeting will be held October 22.
