Trempealeau County approves borrowing authorization measure for highways and law enforcement funding

WHITEHALL - The Trempealeau County Board of Supervisors voted unanimously during its December meeting back on the 19th at the county courthouse to authorize bonding in an amount not to exceed $4,150,000 for the construction, improvement and maintenance of highways and bridges and amount not to exceed $150,000 for the Sheriff's Department to replace squad cars by a 17-0 vote.

However, despite the unanimous vote, there was considerable discussion among the members of the Board concerning more county borrowing although the resolution authorizes the county to hold a bond sale by three-quarters vote and a majority vote would be need to go ahead with such a sale. There was concern by some members that more borrowing would leave more of the county's tax levy taken up interest payments. While the money has already been budgeted, the question is whether borrowing is the way to go to meet the needs for highways and the Sheriff's Dept.

"We have to have a pay-as-you go plan to pay off such borrowing so that the taxpayers are not further on the hook for interest payments," Supervisor Dick Miller of District No. 4 (Town of Preston) said.

Highway Department Director Al Rinka said the borrowing was necessary to keep the county on schedule to catch-up and fix its roads and bridges.

"For years we've been doing things piecemeal or as-needed to save money and lot has deteriorated over time to where we have to catch-up," Rinka said.

Other supervisors stated Rinka needs to lobby and ask for Federal and state funds to alleviate the bonding costs.

"We need to fight to get our fair share of Federal and state dollars so we're not borrowing as much," Nutter said. "We need to keep at it."

In other agenda items, the Board unanimously approved a zoning request from Eric D. and Lisa M. Skoyen of Osseo to rezone of a parcel of land in the Town of Sumner, to accommodate creating two parcels for a future land sale by rezoning this parcel from Exclusive Agriculture 2 (EA2) to Primary Agriculture (PA). They also unanimously approved a grant to upgrade wireless connectivity equipment in Sheriff's squad vehicles and approved use of Opioid Settlement Funds for additional substance and mental health in jail.
